It’s such an anticipated day for these new-age Orioles that general manager Mike Elias posted a Twitter picture last month – one of only six tweets from his account since he took the job – to highlight the club’s “new swag.”

Tuesday – July 2 – is international signing day in Major League Baseball, the first time organizations can sign 16-year-olds from countries that aren’t subject to the annual amateur draft. It’s the formal mining day of baseball-rich terrains such as the Dominican Republic and Venezuela.

This year, under Elias and Koby Perez, the club’s new senior director for international scouting, the Orioles are celebrating International Signing Day with a sharp, gray T-shirt.

In the recent past, the club’s choice of cloth was a white flag.

Under the leadership of club owner Peter Angelos, the Orioles primarily ignored international amateur markets because of the unpredictability and ambiguity surrounding teenaged ballplayers in third world countries and the unscrupulousness of many adults who represent those players.

That policy has shown in the club’s current 40-man roster, which includes seven players that were signed as international amateurs. None was originally inked by the Orioles. There are also four international amateurs on the organization’s Top 30 prospect list as ranked by MLB Pipeline and only one, Australian lefty Alex Wells, was originally signed by the Orioles (the other three came in separate deadline trades last July).

Elias knew that philosophy had to change when he was hired and was assured that it would by Angelos’ sons, John and Louis, who have taken over daily club ownership responsibilities from their father.

The first step in the process was hiring Perez, who was the director of Latin America scouting for the Cleveland Indians and also worked as an international scout with the Philadelphia Phillies and an amateur scout (alongside Elias) with the St. Louis Cardinals – three organizations that have had success developing minor leaguers, and, particularly, international ones.

Perez and Elias worked to play catch-up during the first part of this year, re-establishing connections while spending some of the bonus pool available for 2018-19. Tuesday is the start of the new period and the Orioles are expected to sign about 30 international players from five countries – none for $1 million or more but at least 10 for $100,000 or higher.

At a disadvantage because of the late start – many of the top amateurs agree in principle with organizations two or more years before officially signing – the Orioles will spend roughly two thirds of their allocated $6.48 million cap for 2019-20 in the next few days while keeping the rest for late bloomers and late additions to the international pool.

 

많은 정상급 유망주들이 최소 공식 계약 2년전부터 사실상 구단과 접촉해 왔기에 오리올스의 뒤늦은 시작은 많은 불리함을 안고 있다. 하지만 오리올스는 2019년-2020년에 쓸 수 있는 총 648만달러의 3분의 2 정도를 계약기간 초반에 사용할 예정이며 나머지는 후일을 위해 남겨둘 예정이다.

 

Perez, speaking from the Dominican Republic, took some time to discuss this upcoming class, what these last six months have been like for him and his staff and what obstacles the Orioles are attempting to overcome in establishing an international foothold. Questions and answers are edited only for clarity and brevity purposes.

Heading into Tuesday, what’s your mindset?

 

We are definitely excited about signing these players that we’ve come to terms with. A lot of the work has been done since January 2nd since I came on. And then Tuesday just becomes the day that they sign.

What have these past few months been like in trying to identify and sign players?

 

First off, fortunately, I had been working for another organization before then, so we had a running prep list of players that we liked, as well as scouts that we have here had their prep lists. A lot of the players were the same players and there were others that I knew and there were others that they knew. We just got right to work with trying to make the best decisions.

How is this job different for you than from your previous role as director of Latin scouting for the Indians or even as an international scout for the Phillies?

 

Very similar roles. I think we had a little bit more manpower in those other organizations. So, a similar role with Cleveland, but I had a more reduced role where I did mostly the Dominican Republic with Philadelphia. (In Cleveland), we basically delegated a lot of the work, whereas here we’re a smaller staff and a lot of hands-on stuff is going on here.

 

Q. 현재 직책은 당신이 인디언스 필리스에서 하던 일과 차이가 있는가?

 

A. 매우 비슷한 역할이긴 하다. 우리는 다른 조직들에 비해 더 많은 인력을 가져야 한다고 생각한다. 그래서 클리블랜드에 있을때와 비슷한 역할이었지만 주로 도미니카 공화국 쪽 일을 했던 필라델피아 시절보다 적은 일을 했다. (클리블랜드에서) 우리는 기본적으로 많은 일들을 위임한 반면 여기서는 적은 인력 규모로 꽤 많은 실무를 직접 처리하고 있는 상황이기도 하다.

 

You and Mike Elias talked about expanding the organization’s number of international scouting employees this year. How has that progressed?

 

We basically are in a good situation. We made two hires in the Dominican Republic, where we were short-handed. And we also hired a couple interns to do a lot of the logistics and paperwork who are helping out tremendously with a lot of logistics. So, in the Dominican Republic right now, we have, in scouting, four guys (scouts) covering the country. We have one scout in Curacao. And I have (former Orioles pitcher and Aruba native) Calvin Maduro, who helps me with the rest of the countries. No (major scouting presence) elsewhere yet. I’ve been so occupied here in Latin America to get organized, but we’ll get there after this July 2 date.

 

Q. 당신과 마이크 엘리아스는 올해 팀내 국제유망주 스카웃 인력의 확충을 이야기 했다. 현재 어떻게 일이 진행되고 있는가?

 

A. 우리는 기본적으로 상황이 좋다. 우리는 일손이 부족한 도미니카 공화국에서 2명을 고용했고 엄청난 일거리를 처리하는데 도움을 줄 인턴 2명도 뽑았다. 그래서 도미니카 공화국은 이 4명이 스카우트 업무를 진행하고 있다. 우리는 퀴라소에 1명의 스카우트가 있으며 나머지 국가에서는 아루바 출신으로 과거 볼티모어 오리올스에 뛰었던 투수인 캘빈 마두로가 나를 돕고 있다. The Orioles have $6.48 million to spend internationally, one of eight teams with that top amount. How much do you believe will be allocated in the next week or so with signings?

 

“I think we will use about 60 to 70 percent of it. We also want to save a little bit of money for some players that may or may not come out later, and also for the late bloomers. We weren’t able to pick from the top, being an organization that came in so late. So, we don’t want to just spend money to spend it. We want to make sure we get the right players.

 

Q. 오리올스는 국제유망주 시장에서 648만달러의 예산을 갖고 있는 상위 8개 팀 중 하나이다. 당신은 다음주까지 계약을 마치면 어느 정도의 예산을 지출할 것으로 생각하나?

How many players do you expect to sign initially?

 

We’re going to sign about 30 on July 2nd and we’ll still continue to sign players after that.

 

Q. 몇 명의 선수와 계약을 할 것인가?

 

A. 7월 2일에는 30명 정도 계약할 것이고 그 이후에도 계약을 이어갈 것이다.

 

The Orioles don’t usually sign international players for seven figures. Do you expect any players this period to get $1 million or more or, because of the late start, are five- and six-figure bonuses more likely?

 

We’re going to be in the five-to-six figures for this period, just because, as you mentioned, most of the higher-end guys are spoken for. That being said, we do feel good about the players that we’ve acquired, and I think we were able to get quality guys.

 

Q. 오리올스는 보통 100만달러 이상의 고액 계약자가 없었다. 국제유망주 시장 세팅이 늦긴 했지만 혹시라도 100만달러 이상의 계약금을 받는 선수가 나올 수 있을지? 그리고 1만달러 혹은 10만달러 이상의 계약금을 받는 선수도 있을지?

 

A. 우리는 이번 계약기간동안 1만 혹은 10만 단위 계약만 진행할 예정이다. 앞에서 당신이 언급했듯이 많은 하이엔드 유망주들은 그렇게 됐으니까(다른 팀과 계약). 이렇게 말은 하지만 우리는 우리가 뽑은 선수들에 대해 좋은 느낌을 갖고 있으며 우수한 선수들을 얻었다고 생각하고 있다.

 

Do you know how many six-figure bonuses you’ll be doling out in this period?

 

I think we should have over 10 of those guys.

 

Q. 이번 계약기간에 10만 달러 이상의 계약금을 받는 선수는 몇명이나 되는가?

 

A. 10여명 정도로 예상된다.

 

But no million-dollar bonuses are expected?

 

No. Not yet. Let’s put it that way.

A. 진짜 없다. 

 

What is your philosophy on big-ticket international bonuses versus spreading out the allotted cap for a multitude of players?

 

I think every class is going to be different. There are always a few guys that are big fish, as we call them, and you want to try and get them. In our situation here, those guys were gone, so basically, we were left with having to spread it around. Hopefully, in future classes, we’ll have an option of either going after the big fish or spreading it around. But it will all vary and depend on the class and if the players, these big fish, are a fit for us.

 

Q. 대형 신인에게 큰 계약금을 안기는 것과 그보다 적은 계약금으로 여러명의 선수를 영입하는 것 중 어떤 것이 당신의 철학에 부합하는가?

Elias has mentioned that you’ll be signing players from the Dominican Republic, Venezuela and the Bahamas. How many different countries do you expect to be represented and what other countries will be in the mix?

 

If I’m not mistaken, I think it’s five countries, with also Aruba and Colombia.

 

Q. 엘리아스는 당신이 도미니카 공화국, 베네주엘라, 바하마에서 온 선수들과 계약할 것이라고 말했다. 총 몇개국 선수들과 계약하게 되는 것인가?

 

A. 내가 잘못 알지 않았다면 아루바와 콜롬비아를 포함 총 5개국 유망주와 계약하게 된다.

 

Is Cuba not in play for this initial period?

 

Not yet, no. We have signed Cuban players for 2018, for the class we just had, but those were lower dollar guys.

 

Q. 쿠바 선수는 이번 계약기간에 포함되지 않나?

 

A. 아직은 그렇다. 우린 2018년에 쿠바 선수와 계약을 했다. 그런데 그들은 대부분 낮은 계약금으로 영입한 선수들이다.

 

How much have you been traveling to scout different players in the past six months?

 

All of us (have). Calvin (Maduro) has been doing a lot of traveling and some of our DR guys have been doing a lot of traveling. We’ve been all throughout Latin America. We were able to cover MLB’s European showcase last week which MLB puts together (with) all the best players out of Europe in one setting. It was in London and we were able to get that covered as well.

 

Q. 최근 6개월동안 선수들 스카웃을 위해 얼마나 많이 돌아다녔는가?

Anyone you are pursuing from that showcase?

 

We call them “follows,” and so there are a couple guys we’re gonna keep our eye on to see if they are fits for the future.

 

Q. 쇼케이스에서 눈여겨볼만한 선수가 있었나?

 

A. 'follows' 라고 불릴만한 2명 정도가 있었고 그들이 우리의 미래에 적합한 선수인지 아닌지 계속 지켜볼 예정이다.

 

This organization has never signed a player out of Venezuela who made the majors for the Orioles. How important is it to mine Venezuela’s baseball pipeline and how difficult is that given the serious political strife ongoing in that country?

 

It’s a terrible situation in Venezuela right now. The positive thing that we have going for us is we have pretty good relationships with the top Venezuelan agents and trainers. So, we have constant communication of seeing their players. And they’re bringing their players out (to) the Dominican, Colombia, Aruba, Curacao and the surrounding countries. And that’s where we are able to go in and scout them. That, along with tournaments and showcases that are being created for the Venezuelan players, gives us an opportunity to scout them. So, with the relationship that we have with those primary agents in Venezuela, we’re able to get to the players. I think it’s very important (because) there are a lot of major leaguers coming out of Venezuela and it’s a market that you can’t survive without in doing Latin America and international. After the Dominican, it’s the country with the most players outside of the U.S., so I think it’s very important for us to continue signing Venezuelan players and going after the better ones.

 

Q. 오리올스는 메이저리그에 오른 베네주엘라 출신 선수가 한명도 없다. 베네주엘라 시장에서 유망주를 발굴하는 것이 얼마나 중요한지, 그곳의 심각한 정치적 상황으로 인한 어려움은 어떤지 궁금하다.

 

A. 베네주엘라 상황은 좋지 않다. 긍정적인 것은 우리가 베네주엘라쪽 우수한 에이전트와 트레이너와 관계를 맺고 있다는 것이다. 그래서 우리는 베네주엘라 선수들에 관해 꾸준히 이야기를 나누고 있다. 그리고 베네주엘라쪽 관계자들은 그들이 관리중인 선수를 도미니카 공화국이나 아루바, 퀴라소 등 주변 국가로 이동시켰다. 그래서 우리는 그들을 접촉할 수 있고 스카우트 할 수 있다. 베네주엘라 선수들이 참가하는 토너먼트나 쇼케이스를 통해 그들을 스카웃 할 기회를 얻기도 하고 주요한 에이전트와 맺고 있는 관계를 이용해 선수들을 영입할 수도 있다. 베네주엘라 출신 메이저리거가 많아졌고 이제 라틴 아메리카 및 국제유망주 시장 없이 구단이 살아남기는 어렵기 때문에 베네주엘라 시장 공략은 중요한 문제라고 생각한다. 도미니카 공화국 다음으로 베네주엘라 출신 선수가 많기에 우리는 베네주엘라 선수들과 계속 계약을 할 것이고 더 나은 선수를 찾기 위해 노력할 것이다.

 

The Orioles have two Dominican Summer League teams after having just one the past few years. Why go back to two and what is the talent level like there with these clubs now?

 

There’s a benefit of having two teams, especially when you’re spreading your money around. What happens is you’re gonna need at-bats and innings for the kids you’re signing. If you’re signing as many as 30 players, you’re gonna want these kids to get at-bats and innings. So, the second team gives us the opportunity to really let these kids play at those young ages of 16 and 17. Really play a lot of baseball, and this way we can find out who is ready to go to the United States and play in Sarasota. And this year … they are playing well, and I’ve been able to talk to our development staff there and there are a few players that are really showing that they can play and that they are worthy of coming over to the States and being prospects for the organization and start moving up the line. It’s still early, but a lot of guys are really showing a lot of development and growth with the playing time.

 

Q. 오리올스는 과거 몇년간 1개만 유지하던 도미니칸 섬머 리그 팀을 최근 2개로 다시 늘렸다. 왜 2팀 체제로 돌아갔는지  지금 이 팀들의 수준은 어떠한지?

 

A. 두 개 팀을 갖는 것은 장점이 있다. 특히나 여기저기 돈을 분산시켜 사용하며 유망주들을 계약해서 쓰는 상황일때는. 30명 이상의 선수와 계약을 했다면 그들에게 적절한 타석과 투구이닝이 필요하다. 그래서 제2의 팀이 16세나 17세 선수들이 플레이할 수 있는 기회를 줄 수 있다. 많은 야구 게임을 통해 우리는 사라소타로 보낼 만한 선수를 찾아낼 수 있다. 올해 그들은 잘 해왔고 나는 우리 조직의 육성 담당들과 미국으로 보내 우리 팀의 유망주 라인에 포함시킬만한 선수가 몇명 있음을 이야기 했다. 아직 좀 이르긴 하지만 적지 않은 선수들이 경기를 통해 성정과 발전을 보여주고 있다.

 

When did the idea of going back to two DSL teams emerge?

 

Mike and I spoke about revising it just because of the situation we were given and the timing we were given. Basically, if we’re gonna spend some money and try to sign the best class, we are going to have to spread it out (among a group of players). So, being that we are spreading it out, the second team gives us the chance of what I just spoke about. Getting these kids enough innings and at-bats to really hone their crafts.

 

Q. 언제 도미니카 섬머리그를  2개 체제로 유지하겠단 생각을 했는가?

 

A. 엘리아스와 나는 우리에게 주어진 상황과 시간 문제 때문에 이에 대한 이야기를 했었다. 기본적으로 우리가 돈을 써서 베스트 클래스의 유망주를 확보하려면 우리는 많은 숫자의 선수들을 확보해야 한다. 그렇게 광범위하게 선수들을 영입했기에 두번째 팀이 내가 아까 얘기했던 기회를 주는 것이다. 아이들에게 충분한 투구이닝과 타석을 주면서 그들의 기술을 연마할 수 있도록 말이다.

 

Elias has spoken this year about how he’d like to upgrade the DR facility going forward. Has anything happened with that?

 

An upgrade is always better. Any time you can improve your facilities is a good thing and I think Mike is working on some stuff there and, slowly but surely, hopefully, we’ll improve those things.

 

Q. 엘리아스는 올해 도미니카 지역의 선수 육성 시설의 개선을 계속 이야기해왔다. 그와 관련해 진행된 것이 있는가?

 

A. 시설 개선은 항상 좋은 것이고 우리는 그런 시간을 갖는 것이 좋다고 생각한다. 그리고 엘리아스는 도미니카의 선수 육성 시설과 관련해 몇가지 업무를 진행하고 있다. 좀더 천천히 확실하게 희망적으로 그것들을 개선해 나갈 생각이다.

 

What specific facility improvements would you like to see occur?

 

Just basically upgrading the accommodations, resources for our players to develop. Maybe a computer lab and classroom space and those types of things that will help our players not only develop as players but also develop as people.

 

Q. 당신이 직접 목격한 구체적인 시설 개선 사항이 있는가?

 

A. 가장 기본적인 시설인 숙소와 선수들의 능력 개발을 위한 것들의 개선이 진행됐다. 컴퓨터실이라던지 교실같이 우리의 선수들을 운동선수만이 아닌 하나의 인간으로 키우는데 도움을 줄 시설들도 개선하고 있는 중이다.

 

How much has the slow start hurt you guys in targeting and signing players?

 

I think we’ve done really, really well with the situation. Fortunately, Mike was doing some international work with the Astros when he came in and I was doing international work with the Indians and we both had players that we’ve known and liked for some time. And a lot of them were already (committed), but there were some that were still available, and we were able to pounce on those guys that we liked pretty quickly. So, there are guys that we liked and we feel good about, and then there’s also some late bloomers that came on that we hadn’t heard of before. But they had just gotten better and we were able to pounce on those guys as well.

How challenging or invigorating is it to basically build a program nearly from scratch, especially with a boss who has an international scouting background?

 

It’s an amazing opportunity. It’s a good opportunity to put something together where it hasn’t been as fruitful for the organization. My past organizations have been pretty good historically at international and I’ve learned a lot from those places. And this is a good opportunity for me to show all that I’ve learned and help the Orioles acquire talent.

 

Q. 국제유망주 스카우트 시장에 대해 기본적인 인식을 갖고 있는 단장과 함께 유망주 육성 프로그램을 진행하는 것이 얼마나 도전적이면서 당신에게 힘을 주는지?

 

A. 참으로 놀라운 기회다. 아직 결실을 보지 못한 조직에서 단장과 함께 할 수 있다는 것은 좋은 기회이기도 하다. 내가 과거에 몸담았던 구단들은 역사적으로 국제시장에서 좋은 모습을 보여왔고 그 곳에서 나는 많은 것을 배웠다. 내가 배운 것들이 오리올스가 이와 관련된 재능을 얻는데 좋은 기회가 될 것이라 생각한다.

 

Because of the late start, is this class going to be pitcher-heavy, since they are often a little trickier to scout and perhaps that creates more of a late-boomer effect?

 

It’s gonna be a mixed class. But I would agree with the pitching statement. They do develop a little bit later than the position players, just because of velocity. It’s tough to give a guy a lot of money when he’s not showing the desired velocity. But if you wait a little longer and wait closer to the (July 2) date, now some of those velocities start coming along and the pitcher kind of starts showing a little bit more of who he is and who he will be. And being in a position where we have funds available, it puts us in a good situation to be able to acquire those players if we want them.

 

Q. 늦은 출발 때문에 유망주 시스템은 스카우트 하기 까다롭고 육성 시간이 오래 걸리는 투수에 비중을 둘 것인가?

 

A. 투수와 야수 모두 중점을 둘 것이다. 그러나 난 당신의 투수에 대한 생각에 동의한다. 투수는 구속 때문에 야수에 비해 육성 속도가 느리다. 우리가 원하는 만큼의 구속을 보여주지 않는 선수에게 많은 돈을 주는 것은 어려운 일이다. 그러나 우리가 좀더 기다려서 7월 2일까지 간다면 그러한 구속을 보여주는 선수가 몇 나타나고 그가 어떤 선수이고 어떻게 성장할지가 점점 보이기 시작할 것이다. 그래서 우리가 돈을 쓸 수 있는 상황이 된다면 우리는 우리가 원하는 선수를 확보할 수 있는 좋은 환경을 맞이하게 될거라 본다.

 

What do you look for in a player since you must project how raw teenagers will develop?

 

It’s very difficult. These kids are young. It’s funny because sometimes the guy you think is gonna be really good doesn’t end up being really good. And then the guy you think is gonna be OK ends up being a star. So, it is a crapshoot. I think what I look for mostly, obviously, is the ability to play baseball. If he’s got the ability and is a good athlete, those are the first things you look for. But I’ve come to know that the further along you go, the more you scout, the kids with the right mindset and that have a long-term goal in mind are the kids that usually get up the line and get to the major leagues. So those are some things that I’m really homing in on and making sure our staff really knows the player and what kind of mindset they have.

 

Q. 10대들을 육성해야 할 때 어떤 점에 주목하고 있는가?

 

A. 매우 어려운 문제다. 그 아이들은 어리다. 아이들을 키우는 일은 재미있다. 왜냐하면 내가 좋은 아이라고 생각한 그 아이가 실제로 좋게 자란다는 보장이 없고, 당신이 주목한 그 아이가 스타가 될 수도 있기 때문이다. 그래서 이런 일은 도박과 같다. 난 가장 중요하면서 확실하게 보는 것이 야구를 할 수 있는 능력이다. 만일 그가 능력을 얻었다면 그는 좋은 선수가 될 것인데 이것이 내가 가장 우선하는 부분이다. 그러나 스카우트를 업무를 계속할 수록 올바른 사고방식과 장기적인 목표를 염두에 두고 있는 친구들이 단계를 밟아 메이저리그로 간다는 것을 알게 됐다. 그래서 난 고향(도미니카 공화국)에 갔을 때 우리 직원들이 그들이 갖고 있는 사고방식이 어떤지를 정확히 파악하고 있는지 확인하곤 한다.

 

How many years does it typically take for players that you acquire on July 2 to make enough of an impact to get onto prospect radars?

 

Nowadays, with social media and all the publications and the prospect rankings, it doesn’t take very long for guys to get onto the radar. Two or three years because, obviously, they won’t play this year. They won’t play until next year. So, by the time they get to the United States and they have had a couple of rookie leagues under their belt, being the DSL and the Gulf Coast League, some of those guys start standing out and start garnering attention from other scouts on other teams and also from publications. So, I would say in two-to-three years some of these names, hopefully, will start ringing bells.

 

Q. 이번에(7월 2일) 계약한 선수들이 본격적인 유망주로 주목받는데 얼마나 시간이 걸릴 것으로 보이는가?

 

A. 최근에 미디어와 출판물, 그리고 유망주 랭킹을 통해서 선수들이 알려지기에 그 시간이 그리 길지는 않을 것으로 보인다. 그들은 올해 (미국 마이너리그에서) 뛰지 않을 것이기 떄문에 2~3년 정도 시간은 걸릴 것으로 보인다. 그들은 (미국 마이너리그에서) 내년까지도 뛰지 않을 것이다. 그래서 미국으로 오기 전까지 그들은 도미니카 썸머 리그와 걸프 코스트 리그를 두 번 뛰어야 미국으로 넘어올 시간을 맞을 것이다. 그러는 와중에 우리가 계약한 선수 중 몇몇은 주목받으며 다른 팀의 스카우트나 출판사 등의 주목을 받기 시작할 것이다. 그래서 나는 2-3년 정도면 그들 중 몇몇은 자신의 가치를 알리기 시작할 것이라 본다.

 

Much has been made of the Orioles’ burgeoning analytics movement, but given how raw these players are, how much do analytics play into the evaluation of these players, if at all?

 

We’re always trying to figure out new things that will give us advantages and I think we’re doing that down here. As of right now, I think we’re just trying to gather information to see if we can get any indicators of anything that we can pick up that can help us. But, for the most part, we’ve relied heavily on our scouts and our ability to pick them out.

 

Q. 오리올스에서 급성장하고 있는 분석 시스템이 많은 성과를 내고 있다는데 이것이 그 선수들이 어떤 상태인지 분석가들이 해당 선수들을 평가하는데 많은 도움을 주고 있는가?

 

A. 우리는 항상 우리에게 도움을 줄 수 있는 새로운 것을 찾으려고 시도한다. 지금 당장은 우리에게 도움을 줄 수 있는 어떠한 것이라도 얻기 위해 최선을 다하는 중이다. 그러나 대부분의 경우 우리는 우리의 스카우터들과 선수들을 발굴할 수 있는 우리의 능력에 크게 의존해 왔다.

 

There are some individual rankings for this international class. Would you anticipate that the Orioles land anyone who would be listed in the Top 30 or Top 50 mix for 2019-20?

 

It might be difficult initially to get on the lists, just because those publications are done before the players even play. And they are done months ahead, or they are done last year. I don’t know if you saw in Baseball America, but they’re not even going to do a list because these players are coming off the board so quickly that a lot of publications have a tough time getting information about the players. I feel good about our players and I think down the line we’ll start seeing results.

 

Q. 국제유망주 클래스에서도 개인 랭킹이 존재한다. 2019-2020년동안 오리올스 선수들이 Top 30이나 Top 50에 포함될 수 있을까?

 

A. 그 리스트에 올라가긴 어려울 것이다. 왜냐하면 그런 것들은 선수가 플레이 하기전에 작성되어 있기 때문이다. 그것들은 수개월 전이나 그 전해에 작성이 끝나버리기도 한다. 난 당신이 베이스볼 아메리카를 보는지 그렇지 않은지 잘 모르지만 선수들이 너무 빨리 나가버려 많은 출판사들이 선수들에 대한 정보를 얻기 힘들기에 더 이상 그런 리스트를 만들지 않는다고 한다. 난 우리 선수들에 대해 좋은 느낌을 갖고 있고 우리가 결과를 보여주기 시작할 그 순간만을 생각하고 있다.

 

MLB teams don’t draft for need, but, internationally, do you look at position scarcity or concentrate on players from certain countries that are known for producing particular positions?

 

No. We’re always gonna go with the best player. Every time there is a player that we feel has an opportunity to help in the major leagues, that’s the player we’re gonna try and sign. That being said, we have two Dominican Summer League teams where there’s sometimes a need for a player (at a specific position) to be able to play the games. So, there are certain players that we need to fill in for our DSL teams, but, when we’re looking at the big picture, we’re always gonna go for the player with the (best) ability.

 

Q. 메이저리그 구단은 특정한 목적을 갖고 드래프트를 하지는 않는데 국제 시장에서는 특정 포지션 혹은 특정 국가 출신의 선수들에게 집중하는 방향으로 일을 진행하고 있는가?

 

A. 아니다. 우리는 항상 최고의 선수들과 함께 가려고 한다. 언제나 메이저리그에서 우리를 도울 기회가 있을 것 같은 선수들이 있고 영입을 시도하고 계약을 헐 선수들이 있다. 아까도 말했듯이 우리는 2개의 도미니카 썸머리그 팀을 가지고 있는데 종종 게임을 하기 위해서 특정한 포지션의 선수가 필요할 때도 있다. 도미니카 썸머리그 팀을 위해 특정한 선수가 필요하기도 하지만 우리는 항상 큰 그림을 그리며 가장 능력 있는 선수를 찾는데 집중하고 있다.

 

How do you view the Orioles’ current pipeline of international prospects that were already in the system before you got here and are there some guys in that group that could help in the future?

 

That’s a tough question for me just because I haven’t had the opportunity to see our system yet. I would be going off what I’m reading, so it would be tough for me to compare the players that we are getting versus the players that we have. What I will say is I think some of the players we are getting are good prospects. I wouldn’t be able to compare them to the guys we have until I get around in our system and then I can get a better feel for it.

 

Q. 당신이 오리올스에 오기 전 구축된 국제 유망주 파이프라인의 현재 상태에 대해 어떻게 보고 있는가? 그리고 오리올스의 미래에 도움을 줄 수 있는 선수가 있는 것 같은지?

 

A. 참으로 나에겐 어려운 질문이다. 왜냐하면 난 우리의 시스템을 정확히 들여다 볼 기회가 없었기 때문이다. 난 문서화된 자료에 더 이상 의지를 하지 않을텐데 그래도 우리가 이번에 확보한 선수들과 이전부터 보유하고 있던 선수를 비교하기란 힘들다. 내가 말할 수 있는건 우리가 확보한 선수들 중 몇몇은 좋은 유망주라는 것이다. 나는 우리 시스템을 전반적으로 돌아보고 그것에 대해 더 확실한 느낌을 갖기 전까지는 그들을 비교할 수 없을 것 같다. 

 

Without mentioning names before they are officially signed, are there any players you are specifically excited about and the talents they bring?

 

(There will be) a center fielder that can play all three outfield positions and has some raw power potential and has a knack for barreling the ball up. He’s one of the main guys that we really like. We also have a left-handed pitcher who we feel is very advanced and very physical for his age and is already above 90 with his velocity. So, we feel really good about him. And we also have a shortstop who we are excited about defensively and offensively. He still should get a little bit stronger, but we think he has the ability to play shortstop and stay there. Those three guys are all Dominicans.

 

Q. 이번에 공식적으로 계약을 맺은 선수들 중 특별히 재능을 가져 흥미를 느끼는 선수가 있는지? 이름은 언급하지 않아도 된다.

 

A. 3개의 외야 포지션을 모두 뛸 수 있는 중견수 자원이 있다. 그는 파워도 있고 볼을 위로 띄워 올릴 타격 재능도 있다. 그는 우리가 정말로 주목하는 선수 중 하나다. 우리는 또한 매우 성장해 있고 신체조건도 좋으며 벌써 90마일 이상의 구속을 기록한 좌완 투수도 이번에 계약했다. 그래서 우린 그에 대해 많은 기대를 하고 있다. 그리고 공수에서 두각을 나타내는 유격수 한명을 품에 안았다. 그는 조금 더 강해져야 겠지만 우리는 그가 유격수를 할 수 있고 그 자리에서 잘 버틸 능력이 있다고 생각한다. 그 3명 모두 도미니카 공화국 출신이다.

 

In summary, what has this experience been like so far and what do you feel you’ve accomplished in this short time?

 

Just to summarize it, it’s been a lot of work for myself and our staff, Calvin (Maduro) and our scouts on the ground have been working non-stop trying to do the best organizing of our class. I think we’ve done a good job and, like I said, in a couple years you’ll start seeing the results. And hopefully, we get a steady pipeline of (international) prospects being able to help us in Baltimore.
